I caught this late one night on HBO and was trying to figure out the movie's name ever since. 20 years later, finally, I found it again.
It SHOULD have been a bigger hit and, I think had it been hyped at all, it would have been, especially since it came out in the 90s when B-Movies like this could become blockbusters and sleeper hits, especially since it is atmospheric and relies almost completely on a story and the characters... things that would have made it huge if it got more exposure back in the 90s.
Nearly the entire film revolves around two snipers in a skyscraper, almost like 12 Angry Men, or Reservoir Dogs, where the bulk of the story takes place largely in one room and the bulk of the tension revolves around the people in that room.
It's possibly Lundgerns most mature film, and probably one of his best acting roles... especially given that he actually had to preform in this. He couldn't get by alone as just a muscle man... and he rose to the challenge, so did the unfortunately little known Gina Bellman who should have gotten greater exposure than she did and was relegated to comedic television rather than actual acting roles.
Ultimately, it's one of the better quasi sci-fi, very low key action movies that came out of the 90s, and certainly one of the best forgotten B-Movies of any era.
